TLDR : Answer Summary
The earliest you can submit your application for a 12-month extension of stay based on retirement (O-A visa) is generally 45 days or less before your current visa expires. However, it is important to note that each immigration office in Thailand may have different rules regarding this policy.

Chiang Mai, Bangkok, Buriram, Phuket, Chiang Rai and a couple other ones (Surat Thani/Samui maybe) all allow people to apply for extensions when they have 45 days or less left on their current stamp. However, different immigration offices have different policies, and there are 70+ immigration offices, each with their own rule.

If they don't allow 45 days, then 30 days is usually the standard.
