Can my parents enter Thailand on the STV and apply for a Non-O visa based on retirement?

My parents are intending to move here from Penang. Can they enter on the new STV and apply for a non imm o whilst here with the intention to extend for 12 months based on retirement? They understand that quarantine is required on arrival. Is the above the best option or can they get the non imm o in penang, or are the other ways?

Do not get the STV as it cannot be changed to any other visa inside Thailand.

See if they can get a Non O for retirement from Penang ???

If not get a tourist visa

It will get them into Thailand and have time to arrange to obtain a Non O for retirement from Thai Immigration.

Then get the one year extension of stay.

I don't believe the STV can be converted to any other type of visa. The regular tourist visa can though.
