TLDR : Answer Summary
Yes, you can apply for the EOS Retirement visa in Phitsanuloke without needing to present a bank book if you have a valid income verification letter from your embassy in Thailand. This allows you to use the income method instead of showing bank funds.

As long as you have an income verification letter from your embassy in Thailand, you will not be required to show any bank information. That is only for when you are using the banked money method. The income method is completely separate and would replace that.

the Thai Immigration Webside requires proof of income from the embasy and / or proof of income transfer (up to

0). In bBangkok proof of income is sufficient - but some other immigrations allways want to see that the income has actually been transferred, that is my information. it depends on the immigration and immigration officers.

I've never heard of a single immigration office that would not accept the letter from the embassy. In fact it's the opposite of what you stated. There are immigration offices that will not accept proof of monthly transfers if your passport is from an embassy that still offers the letters.

Thank you very much. this gives me hope that my immigration officer will be satisfied with the income certificat alone.

I have heard of immigration offices wanting to see the information you provided to the embassy in order to obtain the certificate but I suspect that's more to check the embassy are acting correctly
