For a multiple entry tourist visa? Totally up to the consulate whether they will issue it or not (and you can only apply at your home consulate while you are at your home location). As to whether you will be allowed to enter Thailand for the whole year, I doubt it very much. At some point you're going to be denied entry. There are a number of people who have been denied when trying to squeeze a final entry out of the 1st 6 months

It is a multiple entries from Ottawa Canada valid 6 months non working visa

you can get almost 9 months out of that visa with a well timed final entry and in country extension

2 times in a year is probably okay. But you need to be more worried about immigration in Thailand than you need to be worried about the embassy. They will not let you stay in Thailand for a long time as a tourist. You risk being denied entry after too long.
