TLDR : Answer Summary
The ability to apply for an E Visa twice in the same year depends on the specific type of visa and the policies of the embassy or consulate you are applying through. While it is generally possible to apply for another visa if you can show proof of funds, some consulates may have restrictions on applying for multiple entries from outside the country. Ultimately, approval is at the discretion of the consulate.
For a multiple entry tourist visa? Totally up to the consulate whether they will issue it or not (and you can only apply at your home consulate while you are at your home location). As to whether you will be allowed to enter Thailand for the whole year, I doubt it very much. At some point you're going to be denied entry. There are a number of people who have been denied when trying to squeeze a final entry out of the 1st 6 months
2 times in a year is probably okay. But you need to be more worried about immigration in Thailand than you need to be worried about the embassy. They will not let you stay in Thailand for a long time as a tourist. You risk being denied entry after too long.
