TLDR : Answer Summary
It is generally possible to apply for a work permit before the expiry of your Non-B visa, as long as the application is submitted before the visa expires. To apply for the work permit, having a valid Non-B visa is a requirement. Additionally, you can renew or extend your Non-B visa up to 30 days before its expiry.

my understanding, it should be VISA first before your work permit. To apply for the work permit, the requirement is your NON-B visa. Also, you can apply for tour VISA renewal/extension 30 days before your NON-B VISA expires.

It "should" be possible if you apply before the Non-B expires.
