Can we make an elite visa at the immigration on our own? Or do we have to use an agency?

You have to go through Elite. There are a lot of elite agents, but they don't offer anything. Just go directly to the Elite people and work with them. But you can't just go to immigration and apply for an Elite visa, you have to go through Elite.
