Cannot get into the Thai Embassy or Consulate. Must apply online using the Evisa online application system.

No, the Embassy do not allow you to use their computers to apply for a visa.Did you read the user manual, ir you can not go to the next phase, it simply means you did something wrong according the mandatory fields.
