Is Yangon the only place in Myanmar I can apply for a SETV? I need to do a border run and would prefer to get the setv opposed to visa on arrival/exemption.

He lives in Hua Hin, why not just contact a border run company in that town and make a day trip to the Phu Nam Ron border to Myanmar, just before or on the 5th of Feb to get a new 30 days Visa Exempt Entry?
I'm not sure if they offer trips to the Malaysian Border, but that you will find out soon enough if you walk into an office in town.

I typed Visa run service Hua Hin and I got enough options in Google. Good luck, you have to do something, time to worry about the best option in Visa Exempt Entry or Tourist Visa becomes late, but you might find a flight tomorrow to KL. Good luck.
