IF your entry stamp expired and you are on amnesty NO you cannot apply for a non-Immigrant Type visa inside the country. :(

As Robert stated the borders are closed so you're not gonna get out to go to a thai consulate in another country to get a visa and then get back in.

One of the requirements to convert from a Visa Exempt Entry or a Tourist Visa or an 30 day Extension of Stay is that you have 15 days or in other offices 21 days of legal stay left before the Admitted or permitted up to date.
With the border closed this long I would say it is not possible at the moment
