Can we apply the first Non immigrant visa in Thailand or we need to leave to Laos or Cambodia for applying in Thai embassy?

One of the requirements to convert from a Visa Exempt Entry or a Tourist Visa or an 30 day Extension of Stay is that you have 15 days or in other offices 21 days of legal stay left before the Admitted or permitted up to date.
With the border closed this long I would say it is not possible at the moment
