Hi. I am currently on amnesty can I apply for non ‘o’ visa while I am in Thailand or do I have to leave after amnesty.

in order to apply for an in country 90 day Non-Immigrant Type visa you have to be on a real stamp in your passport and depending on the immigration office you would have needed between 15 and 21 days on your current valid stamp to apply.
you can just wait out the time until no longer than the 31st of July, watch for the borders, thai consulates and nearby countries to re-open and watch for what amnesty holders need to do at that time
