Can I apply for a multi-entry non-imm O visa at the same consulate after getting a tourist visa?

I’m going to Ho Chi Minh for a tourist visa next month, my first time there. I plan to go back three months later for a multi entry non imm O visa. Assuming I have all the correct paperwork, should this be ok? I’m going back to the same consulate, but for a different visa. Just checking before I buy the flights for the second trip.
