The DTV is a tourist visa and banks do not generally open accounts for tourists. You'll likely need to pay an agent in order to get an account.

DTV is more than a simple tourist visa (the T in there stands for Thailand not for Tourism). DTV lasts 5 years and you have 180 days twice a year maximum stay, at the end of the year you have to leave the country and come back again for another 2x180 days stay. And during those 180 days you have multiple entries to the country if you wish

that has literally nothing to do with anything. The law that created the DTV very clearly says it's a tourist visa. Regardless of what you think it is, it is a tourist visa.

in Pattaya there’s plenty of agencies but I don’t know one in Bkk that have reasonable prices
