May I know if expats can get PR in Thailand?

You should be at least consecutive five years employed in Thailand with record of tax paid. Get the lawyer if you're seriously though.

my understanding is employment is not a prerequisit, it is that you have paid taxes and remained on the same visa type for the qualifying years. Being employed and being on a non b and paying tax at source with the yearly tax returns is the most common route, as people who arent employed may have failed to pay tax on remitted income in all the required years and therefore not qualify. Also i believe you cant work for 5 years, retire and then apply, as your visa type has changed, you need to apply while still in employment.

You gotta have a work permit and an income of 80-100k+/mth for 3yrs before you can apply for PR. Application takes 2+ yrs for approval.

You must be employed for multiple years inside of Thailand to qualify. There are entire Facebook groups dedicated to this topic as it's very complex. But even a Google search will give you some information. A lot better information than posting here.

you won’t find anyone with PR experience on this site , totally different topic as Brendan has tried to articulate - you need to have worked here, and learned the language (Thai) for starters

looks like if one works for 3 years they have chances to get PR.

Why i am asking is as per the laws and on Paper counties do claim once can secure pr.

Same thing happened with me in Singapore.

But in reality its almost impossible to get pr here in Singapore.

So before i make future plans, i wanted to know people's experience and ground reality.

join one of the Facebook groups about Thai citizenship and residence. This group is about visas. Someone who has PR or citizenship doesn't need a visa and wouldn't be in this group.
