You cannot open a Thai bank account with a DTV. Even agents cannot assist.

Not in Korat but in Chiang Mai I saw a sign at Krungsri on the door saying "No DTV". It was in a "Tourist Central" mall close to many Workspaces and must be sick of getting asked. They told me they only open accounts for long term visa holders issued "By Immigration". Do not know if official but she said HQ policy.
