I m inquiring for a friend who is an Indian national on a work visa. He went to India for his child's birth in March pre lockdown and been stuck there since. Any Indians or admins know if he can fly in (health certificate impossible to come by) and quarantine here before working or ..any info appreciated. He is in Tamil Nadu

I'm not sure what a "work visa" is, but if he has a valid work permit, he can contact the Thai consulate in India and ask if he can enter Thailand. He may have to prove the reason why he needs to enter is urgent though, and he will have to spend 14 days at a government Quarantine center, which would cost at least 35K THB
