Has anyone successfully changed the new TR Visa to a Non O + ‘Retirement Extension’ via an agent? I’m assuming it will be possible as with the old Tourist Visa but haven’t heard of anyone doing it yet.

Using an agent for the 90 day Non-O and the year extension based on being over 50 (retirement) isn't gonna be a problem at all. The money you're paying the agent goes mostly into the immigration officers pocket.
IF you can meet the financial requirements yourself there's no reason to have an agent "push paper" for you, you can do it yourself IF you have at least 15 days left on your 60 day tourist visa stamp OR an extension from it.
