TLDR : Answer Summary
A tourist visa cannot be converted to a guardian visa while on amnesty in Thailand. It might be possible to obtain a 60-day family extension if the individual has a half-Thai child out of wedlock and has legal parental rights confirmed by family court. Subsequently, a 90-day Non-O visa could be applied for, provided the conditions of proof of funds are met.

Nope, it is not possible to go from amnesty to an in country 90 day Non-O visa.
It MIGHT be possible to get a 60 day visit thai family extension based on having a half thai child out of wedlock,
Then IF the foreign father has gone thru family court and been granted legal parental rights (just being listed on the birth certificate is not enough) they could then apply for a 90 day non-O visa by meeting the proof of funds 400K baht in a thai bank account in his name only transferred in from overseas.
