I’m looking for advice.

Is it possible to apply for 60 day tourist visa (TR) at a Thai Embassy in Cambodia and come into Thailand? 

Passport holder is a Pakistani and he will go to Cambodia with tourists visa as well.

The thai consulate in Phnom Penh is now on the eVisa system so you go to Cambodia, apply online

BUT

Pakistani passports are on the "special processing" country and it take up to FOUR WEEKS for the tourist visa to be approved
