Asking for a friend who has dual nationality. Can you leave Thailand on 1 passport, and then use the 2nd passport on arrival in the new country and use this to get a whole new set of SETVs? Thanks.

There is no legal issue and the consulates will not likely connect the passports, but immigration may and may question him on entry if he has a long history of staying in Thailand on tourist visas. It's not illegal in any way though.
