TLDR : Answer Summary
A 17-year-old tourist in Thailand can apply for a 30-day extension of their visa-exempt stamp by themselves, provided they are eligible based on their nationality. They should visit the IT Square Laksi Plaza, as it is currently the temporary office for Bangkok Immigration, to process the extension.

What is his nationality? If he is really on the visa-exempt stamp, he can apply for a 30days tourism extension by himself.

He needs to go to IT Square Laksi Plaza (temporary office of Bangkok Immigration), not Chaengwattana.

Here is general information for the extension of tourism purposes.
