Easy solution is to go to Superrich. Change GBP to THB. Then take the Baht to change to Dollars. The rate differences are minimal for small sums of money.

I got a Laos visa in November and they accepted THB. The visa was 40 USD or equivalent in THB.

Very unlikely to find an ATM which supplies USD.

But every bank or money changer will help you to change your £.

It's just going to be a very bad exchange rate because they will first change your £ to THB and then THB to USD.

You can pay in Thai Baht for the Laos visa, you DONT need USD. Baht is widely accepted in Laos.

Gold shops in Vietnam act as money changers. Maybe Laos does the same?

Most exchange booths can exchange pounds for dollars, what their rate is varies though. Only USD atm I know of is in the international terminal in BKK airport next to the SCB desk.
