On DTV can we apply for jobs?

Hi guys!

So I have nonb right now. My nonb was supposedly used for my work permit application but my work permit wasn't processed until my contract ended, more like they haven't renewed my contract so they didn't continue applying for my work permit. Now I just have a nonb visa that wasn't activated by a work permit.

My questions

1. Can I use this nonb visa (let's say from province A) to another province, (say province B) to apply for a new job (school)?

2. Or should I have it canceled first?

3. Can I cancel nonb on my own?

There is a job offer in my town. Does it make sense to apply when one is on amnesty? Or do you still have to be on a valid visa? Thanks for your info!
