What are the requirements and process for obtaining a retirement visa and a tourist visa from a Thai Embassy, especially from Mandalay, Myanmar?

Everyone, I would appreciate it if I can can some answers to several questions;

1. What kind of visa does one need from a Thai Embassy in order to apply for retirement visa in Thailand? Or is it completely done outside Thailand?

2. Has anyone carried out a Thai visa application process from Mandalay/ MYANMAR? For example, applying for 2 months tourist visa.

3. All things considered well, how long would it take for us to wait? 

P.S: Now we are in Thailand with tourist visa and we have reentry visa to Myanmar. So we are planning to go back to Mandalay (where we have lived before) and handle Thai visa process there.
