Can a Sudanese national convert a Tourist visa to a Non-B visa in Laos, and are there specific requirements they should be aware of?

Hi. I have a new colleague who needs to convert his Tourist visa to a Non-B visa. I am aware of the process and what documents are required but my colleague is from Sudan. I am wondering if he may have issues going to Laos for the Non-B due to his nationality. Does anyone know or should I contact the Thai Embassy in Laos or the Laos Embassy in Thailand? I am aware there are some special requirements  / documents for some African countries.
