What is the process for filing a TM30 in Thailand, particularly regarding the need for a village health volunteer's letter?

Yesterday I went to Korat immigration office to file TM30. We were told that we need to get a letter from the village health volunteer acknowledging that they're aware that I'm staying in the area. Does anyone know anything about this and what I need to do? I'm assuming this is a new thing due to the covid situation.
