Not a recommendation but I stayed in HCMC and applied via Hanoi after hearing there was less rejections there but then after reading further I was worried the whole time I had just flushed 10k down the drain as on the website it States the proveniences which are allowed at each embassy north and south respective. I got approved but you can't have any complaints if you get rejected.
