If you now have ED visa , of course you can made any bank . But I recommend Bangkok Bank on 2 rd of Jomtien Beach. For more easy to apply you new visa.

I did it with kasikorn bank. They have been great. Bangkok bank didn't allow it (I tried many with a mountain of paperwork). Usually they want you to be married first. I would go to the bank and ask them what are all the documents they require. I needed a LOT of documents including ones from my embassy. Bringing your wife can help also. π
the requirements will vary from bank branch to bank branch as the manager can make their own requirements. You'll only know by going and asking each individual branch. I didn't need anything from the embassy to open my account but it was a couple of years ago.
