TLDR : Answer Summary
The initial poster is unsure whether to approach immigration in November or January to extend their annual visa. One commenter suggests checking the passport for a stamp indicating the extension of stay, particularly a specific date like 'Extension of Stay permitted up to 13 Nov 2019', which likely clarifies the correct timing for the visit to immigration.

Which date is stamped inside your passport, I guess there is a big stamp with in the second line the text Extension of Stay permitted up to 13 Nov 2019. a Stamp like this example
This is you re-entry permit but as this is also valid till 13 Nov 2019, I still guess your Extension of Stay is valid till 13 Nov 2019 and you can apply for a new Extension of Stay between today and 13 Nov 2019.
