Funds can be touched 60 days after renewal, the 60 days starts from the renewal date or after the end of the actual year? Example, visa expiring on 23/8 but renewal has been done earlier on, 1/8, so the funds can be touched on 2/10 or 24/10?

AND your one year extension is ADDED to your current ending date of your stamped date in your passport...which is August 23

nope, the seasoning on banked money method is specific;
800K baht in a thai bank account for 2 months before your extension application and the funds stay in the account for 3 months after your previous extension would have expired and then the balance cannot go below 400K baht the rest of the year 😮
my advice is don't be a "day counter" and just make sure you keep the 800K baht threshold in the account for 3 months after your old extension would have expired NOT the date you apply for the new one
