I agree it is confusing

It works like this;

51 countries get in on 30 day visa exempt entries those can be extended for 30 days (ผผ.30)

5 countries get in on 90 day visa waiver entries those can't get extended (ผ.90)

6 countries get in on 30 day visa waiver entries those can't get extended (ผ.30)

And

2 countries get in on 14 days visa waiver entries those can't get extended (ผ.14)

LOOK at that stamp it's a ผ14 <- that means they came from Myanmar (by air) or Cambodia. They can't get a 30 day extension on that stamp

Robert Lagas there as only so many nationalities allowed to enter on visa wavier. For my understanding they can all extend for 1900 baht. What countries are not allowed?

, Don't mix the visa-waiver program (bilateral agreement) with the visa-exempt scheme. They are DIFFERENT. You are talking about visa-exempt scheme, but OP has the stamp on visa-waiver (bilateral agreement), not visa-exempt, and that is not eligible for 30days tourism extension.

No tourist visa is available inside Thailand

Your best bet is trying to apply for the extension based on being unable to travel due to Covid OR ask your embassy to get a letter for an extension based on embassy's request.
