What Should Work Permit Holders Do If WP3 Isn't Being Issued?

Work permit holders are currently facing issues with obtaining WP3 forms, as the Department of Labor has not issued them for the past four months. Consequently, while work permit holders can return to Thailand, those currently abroad cannot get a WP3, preventing their return. The Thai Embassy in Switzerland has suggested obtaining a letter from the Ministry of Foreign Affairs as an alternative solution, but it is unclear if this has been tested by anyone.
