What Should Work Permit Holders Do If WP3 Isn't Being Issued?

Dept. of Labor hasn't been issuing WP3's for almost 4 months, so even though work permit holders are allowed to return to TH, if you're abroad you can't get a WP3, and hence you can't go to TH.

The Thai Embassy in Switzerland is advising people to get a letter from the MFA instead. Has anyone actually tried this?
