Hi

My friend has a UN travel document and resides in th UK.

He applied for a visa which got rejected twice for his. Due to nationality issue, he is an afghan but is on refugee with in UK.

Please can someone advice the correct way of applying for a visa. Thank you

If someone is on Refugee status they can not apply for a visa they would need to apply for refugee status. Also it is highly unlikely that a refugee would have the funds to qualify for a DTV or any visa in Thailand.

It means he is stateless. He will be impossible to get any visa anywhere. Unless he is invited by the kingdom, there is no other way.

Unfortunately, on the Thai eVisa Website, anyone holding a Travel Document Book needs to input exactly, or else, the wrong fields are selected/input, thus considered bad input and the Thai E–Visa Application may be Rejected

so, is it an UK Refugee Travel Document Book or UK Certificate of Identity Book???
