TLDR : Answer Summary
As an Indian citizen traveling to Thailand up to January 13, you do not require a visa, but you will need to obtain a Visa on Arrival. To enter Thailand, ensure you carry a genuine passport with at least 30 days validity, a confirmed return ticket within 15 days of entry, an address in Thailand that can be verified, and proof of sufficient funds (10,000 Baht per person or 20,000 Baht per family). It is advisable to carry some cash (Thai Baht) along with your debit and credit cards for transactions.

or you go to a Thai consulate and get a tourist visa and show proof of finances and then they want to see cash on the border. None of this has to make any sense.

I don't think VOAs are exempt from this. Very possibly they are often not asked, but I do not think they can't be.

"I've entered Thailand thrice on VoA and only once they had asked whether I had enough cash on me (not surprised it was during first time). " - from an Indian on TripAdvisor

You visit the Immigration desk to get the Visa on Arrival, they check if you can meet the requirements, stamp in the visa. It is hard to believe that another officer than just ask to show 20k cash as demanded for Visa Exempt Entry. IT is a total different way of entering Thailand, don't compare things with each other.

Robert I don't think VOA entries have an exemption from being requested to show cash. It says it in the very regulation you are quoting- "Having appropriate means of living. (10,000 Baht/person, 20,000 Baht/family)"

That's the same for the visa exemption, incidentally, but in practice they demand 20,000.

As written in the law, this requirement to have
*****
k applies to visa exemptions, visa entries or VOAs, as far as I am aware.

The VFS Delhi site lists the same financial means requirements for both VOA or visa exemption.

The Delhi embassy says: "Applicant must carry sufficient funding (at least 10,000 Baht per person or 20,000 Baht per family) and provide proof of accommodation in Thailand."

He may not be asked, but I'm not sure it's the case he can't be. Most visa exempts aren't asked either.

The requirement for the Visa on Arrival is: • Having appropriate means of living. (10,000 Baht/person, 20,000 Baht/family). Some people think that rules for other kinds of visa are the same for everybody and just start to give incorrect information.

You will get very good rates for USD in Bangkok, particularly at Superrich. They have a booth at BKK. You can likely get USD in India for a much better rate than THB, so I would go with that. It is two changes but the rate for USD at a good changer in Thailand is so low as to basically be free.
Robert *******
You can change after you get your Visa on Arrival and pass the Immigration Checkpoints. In the cellar of Suvarnibhumi airports are banks and money exchange booths.

I got it checked with my tour agent he said

no need to pay any money in imigration
Robert *******
Sounds like you have a confirmed return ticket within 15 days and an address that can be verified. Only need to meet the other requirements.
Robert *******
So you only need this: • Passport must be genuine and over 30 days validity.

• Purpose of touring not more than 15 days.

• Must have confirmed return ticket within 15 days.

• Must notify the address In Thailand that can be verified.

• Not under section 12 Immigration Act B.E.2522 (A.D.1979)

• Having appropriate means of living. (10,000 Baht/person, 20,000 Baht/family)

Indians get a Visa on Arrival at the airport. They just waived the fee, but this doesn't mean they waived the visa. You still have to line up at the VOA booth
