TLDR : Answer Summary
The user holds an O-A visa set to expire in December 2019 and plans to travel to Vietnam. They inquire about additional paperwork for re-entry to Thailand and whether proof of funds is necessary. Commenters indicate that proof of funds is not required, but proof of health insurance may be necessary as a new rule takes effect at the end of October 2019. It is advised to ensure a proper stamp upon re-entry and to acquire a re-entry visa before leaving Thailand to maintain the visa's validity.
because you're not leaving until November, keep an eye on this group and the other thai related forums and see what people say happened to them (other O-A visa holders) when they enter AFTER the 31st of Oct

The visa is still valid on your return, so you will be stamped in for 12 months, nothing else needed at this point. Just ensure the IO stamps the right date BEFORE you walk away. After that any time in the next 12 months you leave Thailand ensure you buy a re-entry visa BEFORE leaving the country. Then you're sweet right up to the end of the 12 months.....then the games begin!!
the rule change about mandatory insurance specifically states that ANY entry after the first entry on an O-A visa after Oct 31 will be required to show proof of insurance.
