What is the process to get a 12-month extension on a NON-O visa in Thailand?

I went to nongkhai immigration last week with non o visa all paper work in order staff were nice told me to come back 1 month before non o expires which is 16th January is this normally way it's done to get 12 months extension

If you only arrived on 17th October (the same day as me, coincidentally) surely it took a few days to open your bank account and deposit the required 800,000 Baht? As this has to be in your account for 2 full months, the earliest you can apply for the 1 year extension would be around 24th December. I say this because I am in exactly the same position - unless of course you already had a Thai Bank account with the necessary funds in place? This is not clear from your original post.

Most immigration offices in Thailand will not let you apply for an extension until you have 30 days or less left on your current permission to stay. A few allow 45 days or less, but 30 is the standard.
