when you go the visa site the Non O visa is actually under the “other visas” link… then look for the retirement option…
You are actually applying for a 90 day visa which you will then open a bank account in Thailand and then apply for a year extension.. hope that makes sense now
I didn't apply for the non OA visa when I came to Thailand, so I am not an expert (I got the non O visa, so didn't need insurance).
I think to get the non OA you would need to show your insurance policy and if declined (unlikely) you would have wasted your money.

On the site, it's easy and it cones bavk within 5 days if paperwork is correct. On the site it didnt ask for outward bound flight details, but they contacted me for this! I assume you mean non-imm O 🙏
