sorry I typed tourist when I meant Non-B. You can't get a year-long, multi-entry Non-B from Phnom Penh no matter what their website shows. In S/E Asia you can only get it from the two consulates in Malaysia that I mentioned..

Katy Rauch The thai consulate in Phnom Penh does NOT issue multi-entry Non-bt visas for ANY reason.

ONLY the consulates in Penang and Kota Bharu Malaysia do.
