TLDR : Answer Summary
If a house owner fails to file a TM30 report when you take residence in their property, the typical fine is 800 THB, with a maximum possible fine of 2,000 THB. While it's generally the owner's responsibility to file the TM30, in practice, tenants often end up paying the fine.

This isn't going to turn into a debate about IF a TM30 should be filed. It needs to be filed, and it's the person who is staying in the property to file the TM30. The OP has good advice; I'm closing comments.

Well you shouldnt be fined as its not your responsibility but you will probably will end up paying it. 800 baht is the norm.

It *IS* the responsibility of the person taking possession of the property to pay the fine. A person can self-file the TM30.

Generally it's 800THB, but the maximum is 2,000 THB. One way to get past paying the fine is to stay at a hotel room for a night, and then file the TM30 when you return.
