, I'd say your best bet is the thai consulate in Savannakhet. They are a cake walk compared to most.

Although there are reports of someone getting a year-long, multi-entry based on marriage from either Hanoi or Ho Chi Minh with no financials required.

I will just mention that the thai consulate in Bali is NOT the most user friendly thai consulate to deal with. You either meet ALL the requirements they have for the visa you want of you don't get one.
