Doesn't look like Taiwan does a Non-O for retirement. Can you get a Non-O inside Thailand? No insurance requirement other than for the Thai pass but have to put money in a Thai bank

You misunderstood what I meant, I mean if I apply for a non-O visa in Thailand after 3 months and want to convert to a non-OA visa, do I need to buy insurance?

you can't do that. You would need to return to your home country to apply for a Non-OA and abide by the rules for that.

you can't by an OA in Thailand. See above. You would buy an O, it has no insurance requirement. Thai pass is a separate thing, it requires insurance to enter Thailand, 30 days cover is enough and it's not expensive

some offices require 15 days, some 21 days left on a valid stamp to process the Non O.

You can't apply for a Non-OA inside Thailand but you can apply for a Non-O inside Thailand. The Non-O doesn't require insurance. You could enter Thailand on a tourist visa, open a bank account, transfer in 800k baht from overseas then apply for the initial Non-O which gives you 90 days. Before that 90 days expires you apply for a 12 months extension to the Non-O. The only insurance you would need would be for the Thai pass to enter Thailand on the tourist visa.
