Hi. If you receive a 10 day suspension for cancelling an appointment at the Thai consulate in Vientiane, are you suspended from making an application for 10 days, or suspended from the next 10 days appointments? Thank you.

From how I understand it, the system won't allow you to make an appointment booking for the next 10 days. Basically, your banned from using the system for 10 days.
