TLDR : Answer Summary
A Filipino girlfriend traveling to Thailand on a visa exemption should ideally have around 20,000 baht (or equivalent in a major currency) in cash and proof of onward travel, along with accommodation details (like a letter from her partner). Although there is no strict banking requirement, it’s advisable to prepare for potential scrutiny by immigration, especially regarding financial stability and proof of relationship. Joining relevant expat groups may provide additional insights, and considering applying for a tourist visa may prevent issues at the Philippine immigration.

Hey Chris I took my Filipino girlfriend out of the Country from Manila and once Cebu maybe 7 odd times between 2013 and 2018. Our process on the advice of a Visa/Travel Agent in Angeles was I wrote her a letter of invitation for the holiday, stating all trip details, hotel bookings, contact phone numbers, air flight details etc etc. Also she carried $500 in aussie bank notes to show her financial stability/independence. We made sure there were multiple photos of both of us together on her phone. She memorised my birthday, when and where we first met, and other personal details etc. All this was on the advice of a visa/travel agent she knew in Angeles. We never had an issue. Friends of hers at different times were not allowed past immigration as they either were not as well prepared as us, or stumbled on the many questions Immigration did ask, examples as I gave. I found the whole process unbelievable as I thought in this day and age, anybody could book a ticket and just leave, but the Philippines are particularly harsh on this. Hope you have success. Cheers

Hi Chris

As already mentioned problem is Filipino immigration

My girlfriend was turned back in Manila one hour before flight having been accepted on Thailand Pass.

I had to get police certificate from Thai police and affidavit of support from Philippines embassy

She had to navigate a complicated process called counseling

We got there eventually

instead off visa exempt, try to ask her to apply for tourist visa in Makati manila so she won't be offloaded as she have all requirements entering Thailand. Visa application for Filipino passport holder is free of charge. She has to make sure to complete the 8 requirements. Check the website for Thai Embassy in Manila. All instructions and requirements are there.

She will also likely need to get a CFO certificate from the Commission on Filipinos Overseas, which is a process in and of itself. There are other requirements as well.

I suggest you and your GF join the LINT group and really read up on requirements:-

There’s is no banking requirement for entering on an exempt entry.

She should carry 20,000 baht on her (or equivalent major currency) in cash as well as a flight out and proof of accommodation (a letter from you).
