TLDR : Answer Summary
To indicate your current location for your non-B visa application, provide a document that includes your address. This could be a driver's license, a utility bill, or a bank statement with your name and address if you're applying from your home country. If you are applying while in a foreign country, a photo of your entry stamp in your passport will suffice.

If you are applying from your home country, then provide something with your home address like your drivers license if it has your address, an electricity or water utility bill with your name and address, or a bank statement with your name and address.

If you are in a foreign country applying, then upload a photo of your entry stamp in your passport from when you entered the country.
