What challenges are faced when applying for a Non OA visa while abroad?

Currently in New Zealand applying for Non OA Visa. Slight hiccup as the embassy wants my Thai Insurance provider to fill in the certificate required if you get foreign Insurance. If you use non Thai Insurance you have to send your insurance to Thailand to the Health Services department to provide a certificate the insurance is good.

Trouble is, the Health services will not sign this for Thai insurance (spent 3 hours trying because I suspected since it was on the embassy website as required it would be an issue). And the Thai Insurance won't sign it because it is on govt letterhead. I had my Thai insurance company provide a similar letter but it seems the embassy want the official one they provided.

The consulate is calling around my insurance agent in Thailand and will call immigration. For me it is simple, Thai insurance required, if you have foreign insurance it needs to be approved. My embassy does not understand the processing rules yet.

Bottom line, forget Non OA, put the money in Thailand and get a Non O

unfortunately (and you should know this after as much time in thailand as you have under your belt) yelling at ANY thai governmental official is highly unlikely to assist in getting a good outcome to what you're tryin' to do.

I sympathize with you, BUT.. I think it's just too soon after the rule change to really know what each consulate is gonna do or how they're gonna handle it.

why? I already got insurance I have 5 days left on my visit to get the visa processed so I can not see how getting additional insurance is going to make this situation any easier

Update: I just had a phone yelling session with the staff at the Thai Embassy in New Zealand. They insist that even Thai insurance companies need to fill in the form saying they are foreign insurance companies and that it is just what needs to be done and it should not be a problem BECAUSE other applications with New Zealand Insurance have filled in the form.

I would ask. So you just want my Thai Insurance company to fill in the form saying they are a Non Thai insurance company but have insurance similar to a Thai insurance company?

"The form is correct sir, please send it to us" they yelled back. I ask to just get a Non O and it turns out the Thai Embassy in NZ only issue non O to visit Thai family or start work. They don't do it for retirement!

So I have to try and convince my Thai Insurance company to sign a document with a government department letterhead (this only means that government department approved the form)

I am just not sure how much longer I can make excuses about wanting to live here in Thailand anymore. It really does not offer anything above and beyond other options

Insurance is for new applicants for OA or extension if you already have OA then insurance not required until renewal or extended?

David Broadfoot correct I've copied wording from website to show it's only new applicants and that's what they will be presented with when J applied rules not in place

If someone is elderly, it should be evident that this insurance requirement will ultimately lead to a dead end to their stay in Thailand. If they intend for a "long-stay" here. Eventually, they will reach an age where the policy is no longer renewable.
