TLDR : Answer Summary
The user is applying for a Thailand NON-OA Visa from Canada and is facing issues with the required medical insurance form, which their insurance provider refuses to fill out. Comments from the community suggest various alternatives, including the possibility of using regular insurance policies, exploring visa exemption options with extensions based on retirement, and the need to contact specified insurance companies that are recognized by Thai regulations.

There is a list of "participating insurance companies" here:

I may be wrong but I've thought that those are companies waived from Foreign insurance certificate. Cigna is on that list, so guess I've misunderstood. Or someone has. Still cannot understand the reason for the whole certificate...one either has the document stating the coverage of the insurance or one doesn't. Also the requirement of "medical certificate" is ridiculous since it seems to be easier to summon demons than to find a doctor willing to sign that.

How long do you want to stay here? It’s easier to come here on a visa exemption and then apply for an extension of stay based on retirement. Email the Canadian embassy for a verification letter of income. Costs $50.00 Apply for the extension here in Thailand yourself. 1900 Bhat. Super easy to do. No insurance required (but good to have).
