Hanoi Requirements

I’m just looking at the requirements for hanoi and it states you have to be a legal resident? Does this mean you have to be a permanent resident or am i confusing it?

I believe there is a list of specific nationalities that are required to be residents of Vietnam to apply, but it is a very short list. Most nationalities can apply even if on a tourist visa

You don't have to be a permeant residence, tourist on legal visa is enough to qualify as legal resident.... It;s online and they will ask for proof of current location in some cases like a selfie with a newspaper, at very least you should apply on Vietnam Wi-Fi.

No you dont have to be a resident anywhere to apply. Just provide your hotel bookings to prove your address.
