Gday, For what it's worth, I got this response from the Thai Embassy Canberra regarding the health insurance requirements. New applicants only from their advice.

I'm getting the insurance anyway as I do not want any problems on arrival after a long flight. They told me the same thing in Sydney but ..... not sure they are so sure myself.
