What are the financial requirements for a marriage visa in Thailand, and can I access the funds after receiving the under consideration stamp?

So i know for retirement. You need the 800k in your account a few months before and a few months after your visa etc. What about for marriage visa. I know you need the 400k for 90 days prior. But what about after? Once I get my "under consideration" stamp or whatever it's called. Can I use it right away? I am not seeing anything about it.
