I'm looking to apply for the soft power DTV visa under Discover Thai Nature in about two weeks. I'm considering Manila or Savvanakhet, Laos. I'm just checking to see if anyone has had recent experience applying at either place under soft power. What were your experiences like and how long did the process take?

You need to look for the last updated experience of people who apply exactly for Thai nature not just Soft Power because experience even between Muay Thai and Thai Cooking is not the same depending on Thai embassy location.

I only know of people using Washington DC for it, but they’ve all been successful so far

Email the school and they will tell you which embassy has higher approval rate for their course. When I applied in Australia it was very easy, I just uploaded the documents that they sent me, and my financials.
