Google is not the answer nor is the thai visa webpage. Chat GPT has the majority, if not all of the answers you need. Start a new chat and describe your entire story. Your income, country of origin, Etc.
Such a sweeping huge question. I suggest searching online and check out the Thai Embassy first, Visa service companies then Youtube. There is some very good info on Youtube especially. I almost forgot Grok is an excellent source.
A Google search may yield more immediate and accurate information and details. AI may answer any specific question for your circumstance. That said, it appears a retirement visa is in order. Two types would be O-A that you would obtain in your home county before arrival or a O that you would apply for in Thailand. Google the different retirement for both.
No William, the 90 day non-O must also be applied for in their home country before coming to Thailand (unless they already have a Thai bank account). It used to be possible to apply inside Thailand, but early last year they tightened up on opening accounts without a valid visa, so it's pretty much impossible without spending a lot of money on an agent. It's much simpler to get the non-O first and you then also don't need an onward flight.

There are many types of visas as others have said, some are expensive, but involve less paperwork in Thailand. I am going to assume what you are looking for are often called 'retirement' visa and not the expensive route.
You must apply online for visas before coming to Thailand at the embassy in your country.
Retirement visas come under the category of non-O (non immigrant - Other).
There is a 12 month visa called non-OA, it does not require you to put money in a Thai bank account, but this involves police checks and mandatory health insurance from a few approved insurers (anecdotally it seems these insurance policies are not as good as other options).
The most popular option is the non-O 90 day visa. If you choose this option, there are no police checks or mandatory insurance, but to extend your stay for 12 months, you need to open a Thai bank account and transfer 800,000 baht on arrival.
